About Southwest Prevention
The State of Utah has designated 13 Local Substance Abuse Authorities (LSAA) to provide professional expertise in Substance Abuse Prevention & Education on a local level. Southwest Behavioral Health Center is the Local Authority for the Southwest Five Counties of Utah:
Southwest Prevention Services currently staff trained & licensed prevention specialists in all five counties, and have a personnel of 13 prevention employees. These staff are educated and qualified through local, state and national trainings and provide consulting and education to community leaders, educators, public agencies and citizens. All of our staff have an open-door policy and encourage any-and-all community members to contact them for substance abuse and prevention education services and questions.

Allen Sain
Allen is the state-designated Prevention Coordinator for the 5-County area of Southwest Utah, (Washington, Iron, Garfield, Beaver and Kane). He has served in this position for 11 years. He has a degree in Psychology from Brigham Young University. He is a Licensed Substance Abuse Counselor and Nationally Certified Clinical Supervisor. Prior to coming to this area Allen served in the following capacities:

Logan Reid
Logan is the Research Coordinator for Southwest Prevention and is a certified Prevention Specialist through the Substance Abuse & Mental Health Administration (SAMHSA) and the Center for Substance Abuse Prevention (CSAP). He started in prevention as the president of a college prevention club while attending Dixie State College of Utah, and has worked as a Program Supervisor in Youth Corrections. He has degrees in Criminal Justice, Sociology, and Social Research Methods and Theory.

Teresa Willie
Teresa Willie is the State-Designated Prevention Coordinator for Washington County. She oversees drug and alcohol prevention in all Washington County Schools and in the community. She has been a guest speaker at the U of U School on Drugs and Alcohol, Girls State, the Utah State Elks Convention, the Women’s Conference in Dixie and many other local events. She serves on the Drug Endangered Children’s coalition, Human Services Council, Communities for Decency and the Southern Utah Marriage Council. She has chaired many community events throughout Washington County and is a frequent guest on several local radio shows. She is the recipient of the Douglas Fetzer Bates Legislative Advocacy Award and received the honorary Lifetime PTA membership award.

Jon Butler
Jon is a Prevention Specialist for Washington County. He has worked in the Drug Prevention and Youth Services program for Southwest Behavioral Health for 4 years and is a certified Prevention Specialist through the Substance Abuse & Mental Health Administration (SAMHSA) and the Center for Substance Abuse Prevention (CSAP). He currently oversees Student Assistance Programs for 3 local secondary schools, providing youth with life skills and coping skills. Jon provides public presentations throughout the county on Substance Abuse, specializing in education presentations regarding tobacco, as well as Energy Drinks. He is also the adult coordinator for a local youth-against-tobacco advocacy group. Jon is currently pursuing a degree in Communications at Dixie State College of Utah to assist him in his duties as a Prevention Specialist. He has also attended State and National trainings like: Federal Substance Abuse Prevention Training; University of Utah School on Alcohol and Drug Dependency; National Tobacco Conferences; Prevention Dimensions Training, and the Utah Fall Substance Abuse Conference.

Sara Neilson
Sara is the Prevention Secretary for Washington County. She coordinates our Teen Intervene, Adult & Youth Prime For Life (PRI), End Nicotine Dependence (END), and Love & Logic courses taught and run through Southwest Prevention Services. Sara is a member of the Iron County Prevention Coalition, and is part of the administrative staff on the Washington County Prevention Coalition. She also serves as the office administrator for the Strategic Prevention Framework program at Southwest Prevention, and is part of the prevention grant writing team at Southwest Prevention.

LaMar Macklin
LaMar is the Iron County Prevention Coordinator and the Cultural Competence Technical Specialist for Southwest Behavioral Health Center. He is a Certified Prevention Specialist through SAMHSA and CSAP. LaMar has worked for the Southwest Center since 1994. He started in Garfield & Kane county and is now in Iron County. LaMar lectures annually at the Utah Rural Schools Association Conference and has lectured at the National Association of Recovery Schools, DSAMH Fall Conference and for several other organizations and school districts. He hosts a radio show “An Ounce of Prevention” on KSUB 590 AM, (the program has been on the air for over 12 years and can be heard every Tuesday and Wednesday at 6:30am.) LaMar spends the majority of his time working in the schools in Iron County, and runs courses in the alternate education programs for youth in custody. “My passion is working in prevention and showing youth there is a better, healthier way.”

Matt Nelson
Matt is a certified Prevention Specialist through the Substance Abuse & Mental Health Administration (SAMHSA) and the Center for Substance Abuse Prevention, (CSAP); and has worked for the Southwest Center in Iron County for over 6 years. Matt has been licensed by the state of Utah as a Substance Abuse and Mental Health Case Manager. He has worked in youth services for over fifteen years in various capacities such as Youth Wilderness Programs, Youth Group Homes, and Proctor/Foster Care Programs; and worked for many years as a Program Director and Coordinator with a number of youth programs.

Tara Atkinson
Tara is the Prevention Secretary for Iron County. She has worked for the Southwest Center for five years and is a certified Prevention Specialist through the Substance Abuse & Mental Health Administration (SAMHSA) and the Center for Substance Abuse Prevention (CSAP). Tara helps coordinate the Iron County Community Family Night as well as the Heaton Ranch Youth Program. Tara is currently working towards a Bachelors degree in Psychology at Southern Utah University.

Melissa Veater
Melissa has worked for Southwest Prevention for almost Six years. She is a certified Prevention Specialist through the Substance Abuse & Mental Health Administration (SAMHSA) and the Center for Substance Abuse Prevention (CSAP). She oversees drug and alcohol prevention in Garfield County Schools and in the community. Melissa currently runs the Student Assistance Program in the Garfield County School District, (P.E.P.,) a program providing youth with life skills and coping strategies. She is currently the advisor at Escalante High, Bryce Valley High, and Panguitch Middle/High Schools for the Governing Youth Council (GYC), a service-learning youth group that plans and coordinates drug free activities and promotes positive youth lifestyles. She also provides classroom and community presentations on Substance Abuse, NOT tobacco Cessation Classes, coordinates Panguitch Community Family Night as well as Red Ribbon week for the schools, and helps with the Heaton Ranch Youth Program. Melissa is a member of the Local Interagency Council (LIC), is on the Advisory Board for 4-H mentoring program and a member of the executive committee for the Garfield County Prevention Coalition.
